The militancy in the North-East continues to spiral upwards, soaring new skies this year. Militant attacks in Assam are up from 207 in 2008 to 221 in 2009. In Manipur it is the same story---attacks have risen to 311 in 2009 from 262 in 2008 and there is a similar increase in Nagaland. In addition to the local law enforcement resources, the insurgency is being tackled by forces from the Center. However none of these instruments have yielded any effect or shown improvement upon its counter-insurgency capability. Reports of political involvement and corruption are rampant.
Left wing extremists/Maoists are active in Jharkand, Orissa, Bihar Maharashtra and west Bengal. There have been a total of 1128 attacks this year. This marks a significant escalation in insurgent activity. In Chattisgarh 30 policemen have been killed in a recent attack by the Maoists. The Communist Party of India (CPI) is responsible for at least three major attacks, the usual attack methods being landmines and ambushes. There are reports of Improvised Explosive Devices (IED's) being inducted to raise the level of violence.
Our past record of employing excessive force and resorting to draconian laws to suppress insurgents is the reason behind the escalation. This is also how we managed to alienate the entire Muslim population of Kashmir. The recent rape and murder of two sisters in Kashmir and the shameful process of fudging the investigative report and character assassination of the victims is a case in point. These ham handed tactics also create local sympathies and make penetration of government agencies easier.
Politicians fearful of retaliation are reluctant to condemn incidents or take positions. The police and other troops are poorly motivated and see no point in sacrificing themselves. An atmosphere of corruption, connivance and manipulation pervades the entire environment---just what an insurgency needs to thrive. The result is massive and brutal human rights violations and atrocities against the local population by the law enforcing agencies.

So how stable is the government of India in general? Or is this not a Federal problem, but instead confined to the various affected states? Also, is there a caste element to these uprisings, a political element, a religious element, or is just bandits? This article is fascinating, and I for one want to know a lot more. But I haven't had any coursework on India in over twenty years, and while I keep up with as much as I can, its hard to do all that needs to be done to be up to date on such an important nation. What can be done? The Maoists are in the Northeast, shady Pakistani?Islamist? attackers from the Northwest. Am I wrong in saying the militancy is isolated and scattered? Yet these scattered terrorists attacks have been happening in India for some time. Obviously, there is a lot of government and police corruption in India. But this is a common environment in many parts of the world.
So I guess what I'm asking is, what now?
